SOS Children's Villages International is the umbrella organisation for over 130 SOS Children's Villages associations worldwide. As a non-governmental social development organisation we help children without parental care and families in difficult living conditions through services in care, education and health. In order to further satisfy this responsibility, we are seeking for our Regional Office WCAF a dynamic. Programme Development Advisor, Dakar Cluster (Mali, Senegal, Burkina, Niger, Côte d'Ivoire, Togo) International Office Region West and Central Africa Location: Dakar/Senegal
Mission of the position: Under the leadership of the Director of Programmes IOR WCAF, the Programme Advisor supports programme development within the WCAF region with a focus on 6 countries (Mali, Senegal, Burkina, Niger, Côte d'Ivoire, Togo).
As the main counterpart of national programmes staff, the Programme Advisor WCAF builds capacity of and provides technical expertise to national Programme teams.
She/he monitors the implementation of organisational and international quality standards, policies, and policy support documents in SOS Children's Village Programmes and on national level.
She/he contributes to the development of standards and policies in her/his area of expertise and as required on regional level.
Programme development andQuality Management:
-Support the Member Association in implementation of the SOS Children's Village Programme Approach in the countries under her/his supervision providing technical expertise as well as facilitating the change processes.
-With the support of the CVI Representatives and the Director of Programmes, advise national programmes staff when setting targets and defining HR requirements and quality measures during annual and strategic planning process.
-Advise national programmes staff in the development of and provides feedback on exchanges with advisors in other regions.
-Participates in global projects/networks as requested. Research and Innovation: -Support IO projects and activities, especially in the field of Research and Innovation programme ideas, concepts and proposals for new types of interventions.
-Support MAs in entering into partnerships with local stakeholders and partners for effectively responding to the needs of the target group in area of their expertise.
-Provide technical expertise to national programmes staff in programme planning, implementation, monitoring and evaluation.
-Provide technical expertise in implementation of organisational and international policies, standards, and policy support documents to both CVI representatives and MAs.
-Provide feedback, support and monitor implementation of national plans and programmes in her/his area of specific expertise.
-Monitor key indicators and provides reports on regional trends and developments in specific areas of expertise as requested by the Director of Programmes IOR WCAF, or the ICC Programme and Strategy.
-Train and support MAs on programme related policy implementation.
-Provide professional support and expertise to MAs via training and direct local support.
-Drive and monitor the implementation of federation programme policies and quality standards in MAs.
-Initiate and contribute to development of federation policies, standards and guidelines; this includes working regional supporting tools to fill gap areas and promote innovations.
-Support core-care-co-workers skills trainings (in alignment with HROD) and build programme capacity in MAs to enhance child development.
-Support the whole development of the PD work. Human Resource Development: -Support the recruitment, orientation, on-going development/training and builds capacity of national programmes staff to ensure a high level of expertise in line with organisational requirements.
Learning and knowledge management:
-Share information with WCAF Programme functions about innovative programme approaches and supports the documentation of such approaches, good practices and lessons learnt.
-Facilitate processes for internal and external knowledge sharing among national programmes teams in the region and supports such processes between regions.
-Under the guidance of the Director of Programmes IOR WCAF and the ICC Programmes and Strategy, keeps abreast with new programme developments and regularly problems.
-Be able to successfully manage time, plans, projects and other related tasks. -Be able to adequately function in a high expectancy and demand position.
-Be able to continuously meet targets and surpass expectations. -Commitment to the values of SOS CVI
Qualification / Formation :
-Master's degree (or equivalent"in psychology, social work, child protection, education, community/programme development, community health, child and youth development or related field.
-At least 3 years managing resources and providing support to field offices.
-Project management experience.
-Experience coordinating processes with large groups of stakeholders.
-Team player ;
-Strong written and verbal communication skills in both French and English.
